This is a vintage or antique creamer that is marked on the bottom, "THE SYRACUSE", "INTERNATIONAL SILVER CO.", "SILVER SOLDERED", "02 28", "2 OZ.". I am guessing that it holds 2 ounces of liquid, it stands 2 1/2 inches tall at tallest point, is 5 1/2 inches wide from edge of spout to edge of handle, 2 3/8 inches wide across the top from back to front at widest point, has an oval shaped base. I purchased this creamer at an estate sale and it is in good condition, it has some markings on the inside and I don't know if this will come out or not as it feels like the material is a little unsmooth (I don't want to say bumpy, because it is not, it is more like a blemish).
